Notice of first stage consultation - NTESMO Communications Guideline
The Plant Outage Procedure 1.0 was approved on 19 October 2020. Power and Water would like to thank all parties who were involved in the consultation process to develop this new procedure.
The System Strength Impact Assessment Guidelines (SSIAG) and Generator and Load Model Guidelines and Model Change Management Requirements (Model Guidelines) was approved on 16th October 2020. Power and Water thanks all parties who were involved in the consultation process for the draft guidelines.
The Generator Offer Procedure 2.0 and Generating Unit Tie Break Procedure V2.0 revisions were approved on 4 September 2020. These revised procedures supersede V1.0 of both documents. Power and Water would like to thank all parties who were involved in the consultation process of the procedure revisions.
The final Generator Forecasting Compliance Procedure seeks to address the Network Technical Code (Code) requirement for Power and Water to publish a procedure that specifies the process to be used to detect and respond to generator capacity forecasting non-compliance to the accuracy obligations of the Code.

This supersedes the Secure System Guidelines Version 4.0 which was updated to reflect the Utilities Commission (UC) final decision on Power and Water’s proposed Generator Performance Standards (GPS along with changes identified throughout the GPS consultation process.
The National Metering Identifier (NMI) allocation Procedure has been prepared to specify the key principles to be adopted by the Network Operator for the allocation of NMIs to metering installations in the Northern Territory electricity supply industry and the key principles to be adopted by the Market Operator for the registration of those NMIs.
The Generating Unit Tie Break Procedure provides a transparent method for dispatching generating units that have identical off-load orders or identical dispatch offer prices at the Pool Price Point.
The Generator Offer Procedure specifies the principles and supporting rules, and points of clarification, for submitting daily dispatch offers to the Power System Controller.
The Market Timetable Procedure specifies the period (in days relative to the trading day) that various documents are to be provided to the Power System Controller or provided by the Power System Controller to relevant stakeholders.
All Market Customers (Retailers) and Generators need to register with the Market Operator to participate in the Interim Northern Territory Energy Market. Below are the proposed application forms and templates.
These procedures identify the fundamental principles to be adopted by the Market Operator for the preparation and issuing of settlement statements under an agreed timetable, and the necessary information to be included in the statements during operation of the I-NTEM.
These documents bring to the attention of market participants, the Market Operator’s intention to use a deemed load profile as one element in determining Jacana Energy’s non-interval meter consumption, and for determining the total IES load at the Transaction Reference Point (TRP). The quantities for these market participants will be determined on a trading interval basis. This document fulfils a requirement in the pending System Control Technical Code for the Market Operator to consult with electricity market stakeholders on a suitable algorithm.
