Secure System Guidelines

The Secure System Guidelines Version 4.2 PDF, 654.22 KB was approved on 30 April 2020. This supersedes the Secure System Guidelines Version 4.0 which was updated to reflect the Utilities Commission (UC) final decision on Power and Water’s proposed Generator Performance Standards (GPS along with changes identified throughout the GPS consultation process.

The Secure System Guidelines Version 4.2 is open to comment on an ongoing basis, however a formal comprehensive review is expected to commence during 2020. Direct all comments and queries via email to the Market Operator.


The Secure System Guidelines detail the principles for determining whether a power system operated under licence from the Northern Territory Utilities Commission is in a Secure Operating State.

7. Review submissions stage

The second stage of submissions was conducted between Monday 22 May 2017, 0800 hrs and Friday 2 June 2017, 1400 hrs. During this time submissions were received from the following organisations:

Two late submissions to the consultation were received from the following organisations:

System Control has determined to accept Jacana’s late submission on the basis that their Manager – Regulation and Industry Development was unaware of the 1400 hrs deadline, as outlined in Jacana’s justification response.

A clerical error by System Control resulted in Epuron not receiving notice of this consultation and missing the first stage of submissions entirely. System Control has accepted their submission for this consultation.

System Control is preparing responses to the above submissions and will publish the combined as soon as practicable. All comments and queries are to be directed via email to the Market Operator.

8. Final Review/Publication

The second stage of submissions (Review Submissions) for the Secure System Guidelines consultation was conducted between Monday 22 May 2017, 0800 hrs and Friday 2 June 2017, 1400 hrs. System Control has completed its final review of submissions.

The Secure System Guidelines draft 3.2 contains tracked changes from the review submissions.

The Secure System Guidelines Version 4 final has identical content to draft 3.2, however, the sections are rearranged in a logical sequence, and changes from previous versions are no longer highlighted.

The Secure System Guidelines Version 4 will be in effect from Wednesday 12 July 2017 at 12:00 hours.

The consultation on Version 3 of the Secure System Guidelines is closed, due to the drafted changes throughout the consultation; the resultant Secure System Guidelines document is issued as “Secure System Guidelines - Version 4”.

The link below contains the Secure System Guidelines Version 4, which will be open to comment on an ongoing basis; please note this will be the location of the current in effect version of the Secure System Guidelines for the foreseeable future.

Secure System Guidelines

System Control intends to provide draft updates as further operational processes relating to Power System Security are reviewed. These are open to comment at all times, with a short consultation periodically (annually or as required for major changes) to formalise changes.
