On 5 July 2023, the Utilities Commission approved Power and Water Corporation’s proposed amendments to the System Control Technical Code (Code) subject to ensuring the relevant Power System Reporting Guideline is consulted on and published as required by clause 7.5 of the approved Code and sufficient notice is provided to system participants before the updated Code takes effect.
The Power System Incident Reporting Guideline (Guideline) was approved on 02 January 2024 and published on the 17 January 2024 in accordance with clause 7.5 of the System Control Technical Code (Code).
Power and Water would like to thank all parties who were involved in the consultation process to develop this new Guideline.
The approved Code and Guideline will take effect 20 business days from the date of publication of the final Power System Incident Reporting Guideline.
System Control Technical Code (Version No: 7.0) will be issued and published on 14 February 2024.
The System Control Technical Code Incident Reporting consultation has now been finalised and submitted to the Utilities Commission (UC). Power and Water would like to thank all parties who provided a submission on the proposed changes to the Code.

Power and Water Corporation holds the Network Operator license and the System Control license and is subject to ring fencing arrangements. Representatives from these two ring fenced businesses within Power and Water Corporation met on 7 July 2021 to discuss the proposed changes to Incident Reporting in the System Control Technical Code. The discussion broached a number of suggestions by the Network Operator and the System Controller encouraged these suggestions to be provided by a submission to the consultation. The discussion is summarised in the below document for the benefit of all stakeholders.

Power and Water Corporation, in its capacity as the Power System Controller, is seeking to make changes to provisions in the System Control Technical Code (Code) that relate to power system incident reporting procedures.
Section 7 of the Code currently prescribes obligations on the System Controller and System Participants in regards to reporting and investigation of power system incidents. The System Controller has determined that these provisions are not fit for purpose and should be amended to reflect good electricity industry practice.
In order to amend the Code, clause 1.8.2 requires the System Controller to consult with industry and seek approval of Utilities Commission (the Commission).
