Notice of final report - NTESMO Communications Guideline

The publication of this Final Report and Determination (Final Report) concludes the Northern Territory National Electricity Rules (NT NER) consultation process conducted by NTESMO on proposed changes to the NTESMO Communications Guideline.

The Draft Report was published on 29 November 2024 detailing the proposed changes.

NTESMO received 2 submissions from participants:

NTESMO has developed section 9 of the Communications Guideline to include interim market procedures to apply in the NTEM.

NTESMO has additionally made the following changes to the procedure documents:

Due to the recent delays to the anticipated commencement date for the NT use of MSATS, NTESMO has removed the end date for the interim procedures linked to the compliance date in the NT Regulations.  This provides NTESMO with greater flexibility in determining the applicable operating period for the interim procedures.  The interim procedures will now be in operation up to the time NTESMO provides a market notice to all participants.  That market notice will provide participants with 45 calendar days notice prior to the conclusion of the interim procedures and adoption of the use of MSATS in the NT.

Accordingly, NTESMO’s Final Determination amends Communication Guideline procedure in the form published with this Final Report. NTESMO proposes that the amended Document will come into effect in line with the effective dates published in the documents of 24 January 2024.

NTESMO invited written submissions for the matters under consultation, including any alternative or additional proposals which may provide a more efficient information exchange process for the Northern Territory Electricity Market.

Submissions in response to this Notice were required to be sent by email by 5:00pm (ACST) on 10 January 2024 to  market.operator@powerwater.com.au .

NTESMO is not obliged to consider late submissions for this reason. A late submission should explain the reason for lateness and the detriment to you if NTESMO does not consider the submission.

NTESMO may still publish that information, if it does not consider it to be confidential, and contact will be made prior to publishing. Please note that material identified as confidential may be given less weight in the decision-making process than material that is published.

In your submission, you may request a meeting with NTESMO to discuss the matters under consultation, stating why you consider a meeting is necessary or desirable.

If appropriate, meetings may be held jointly with other Consulted Persons. NTESMO will generally make details of matters discussed at a meeting available to other Consulted Persons and may publish them, subject to confidentiality restrictions.
